After I first make a connection to my ISP I click on the
IE icon in the lower tray. I consistantly (starting about
three weeks ago) get a "cannot find that page" message.
However, I can go to MS Outlook and achieve immediate
connection.
It seems as though my settings might have changed but I do
not have a single clue where I might start to find a
problem. Is there is a diagnostic program in MS somewhere
which could find a problem-------If it exists? Moreover,
can you direct me to some troubleshooting which might help
me find a potential problem?

Hi Tom h. :-)
Try the following and see if it helps:

Tools>Internet Options>Programs>be sure the Program in the slot next to
E-Mail is Outlook Express, or Outlook, is that is your program of choice.
Also, make sure your Home page is set correctly: Click General tab and see
what is listed in the home page slot.

Also do the following to be sure your Temporary Internet Files are clear:

Emptying TIFs, Cookies and History.

1) Open Internet Explorer and click on Tools
2) Click on Internet Options
3) On the General Tab, in the middle of the screen, click on Delete
Files 4) Click on OK and wait for the hourglass icon to stop after it
deletes the temporary internet files
{This cleans >> C:\Documents and Settings\YourNameHere\Local
Settings\Temporary Internet Files}
5) On the General Tab, in the middle of the screen, click on Delete
Files {Yes, one more time!!!}
6) Check the box Delete all offline content
{This cleans >> C:\Documents and Settings\YourNameHere\Local
Settings\Temporary Internet Files\Content.IE5}
7) Click on OK and wait for the hourglass icon to stop after it deletes
the temporary internet files
8) You can now click on Delete Cookies and click OK to delete cookies
that websites have placed on your hard drive.

To clear the Internet History in IE:
1) Open Internet Explorer and click on Tools
2) Click on Internet Options
3) On the General Tab, in the middle of the screen, click on Clear
History 4) Click OK

You can get....
C:\Documents and Settings\YourNameHere\Local Settings\Temporary Internet
Files
to delete automatically by...
Open IE | Tools | Internet Options | Advanced tab |
CHECK:
Empty Temporary Internet Files folder when browser is closed
[[Specifies whether to clear the Temporary Internet Files folder when
you close the browser.]]
Apply | OK

But that will not clean
C:\Documents and Settings\YourNameHere\Local Settings\Temporary Internet
Files\Content.IE5

And Disk Cleanup won't clean Content.IE5 either.
You have to use Delete all offline content, a 3rd party tool or...
A couple a different ways to do this.
The proper way is: Delete all offline content

or........................

To empty your Temporary Internet Files cache
1. In Internet Explorer, click Tools, and then click Internet Options.
2. On the General tab, click Delete Files.

To turn off graphic compression in the AOL client
1. Go to Preferences in AOL.
2. Click Internet properties (or WWW in some versions).
3. Click Web Graphics.
4. Clear Never compress graphics (or Use compressed graphics in some
versions).

or .........................................

Clear the IE cache. I.E./Tools/Options/General/Delete files (and delete
offline content.) It's often recommended that the Temporary Internet
Files (folder) be kept at
40-50 MB. Bigger isn't necessarily better.
If still no joy then have a look at this page for other issues.
