Booting Problems-Orange Light On

I am having problems with my computer not booting up on occasion. There is a
steady orange light on.

Dell mentioned removing residual power by unplugging everything & holding in
power button. This is to clear residual power from system. Then replugging
all cables/cords. The computer then booted up. Hopefully this will "fix"
the problem.

Can anyone explain "why" this happens and if it is truly a complete "fix"?

This is the procedure to follow when there is at least one stray bit
somewhere that is constantly set as the result of static electricity.
Grounding the power supply, as they suggest, unsets all such bits by
removing static electricity.

What would cause this static electricity? Anything in particular? I just
wonder if this really fixes the problem or if it will reoccur.

Static electricity is everywhere. A very solid ground (which is not
provided by the electrical outlets in your home) and higher humidity can
reduce the effects of static electricity. What I told you to do does not
fix the problem because there is no permanent solution.

Probably is the fan running. It is not the hard drive. After taking the
steps that Dell suggested & clearing residual power, it is currently booting
up.
