Booting issues

I have a Dell Inspiron 9400 laptop. When I turn on my computer ( on safe,
safe with networking, or just regular startup ) it will load until the
Microsoft Windows XP blue screen appears. Then it doesn't go anywhere. I have
control of the mouse at this point. Also I have a brand new battery. I
purchased the battery thinking that this was the problem. It appears that it
was only a portion of my problem. Any insite would be appreciated. Thanks

It doesn't say anything. It just sits there. I have control of my mouse but
thats it. It is non responsive to a ctrl/alt/delete.

Disconnect all hardware peripherals except keyboard, mouse and monitor.

Have you tried Last Known Good Configuration?

since accessing the o.s.
is not possible for your
via normal methods,

then you should access
the disk system via a
windows xp cd.

if you don't have one, you
can borrow one for the
following method.

boot with the cd and log
into the repair/recovery console.

then run the following
commands at the disk prompt>:

chkdsk
fixboot
fixmbr

then exit, remove the cd
and try to reboot normally
again.
