Bootable Floppys and CD's don't boot

I realize, as vibrant as is the tech support community, it's very poorly organized. So, after many fruitless hours of research, I have found no answer to my problems.

My BIOS does not recognize either my Boot CD or the set of 6 Bootable floppy disks. (I have downloaded mutliple versions of the floppy software off various sites and none of them work).

I have ensured that my bios scans the appropriate drives, but it just doesn't recognize my disks. I'm sick of the dearth of information for my problem. Unless somebody can help me, my disgruntlement clock will advance by three hours.

before the installation completes so it can boot from the hard drive, but
I've seen some instances where if the HD is listed at all, the computer
won't boot from CD.

Or you could have a defective motherboard and/or other hardware.
