You already have one - it's called the Windows XP CD - just set the BIOS to
boot from it.

I wouldn't want to run my system every day in this manner but it is
possible to make a single disk that can be used to boot to the operating
system:

HOW TO: Create a Boot Disk for an NTFS or FAT Partition in Windows XP

Also: If you are stuck in a constant loop, there is likely a problem with a
driver, a service or a startup program. If you can boot to Safe Mode
successfully, you could troubleshoot this problem from there. I would start
in Event Viewer to see what info it has collected recently that may shed
some light on the restart problems.

There are several options available to repair XP. See this site for
detailed descriptions:

Since startup problems are closely related to shutdown problems, you may
also want to spend some time perusing this site:

HAD A PROBLEM LIKE YOURS WHEN I INSTALLED A HD FROM MY
OLD COMPUTER TO MY NEW ONE, NO MATTER WHAT I DID BOOT
DIXK AND ALL IT STAYED IN THE LOOP. WHAT I FOUND OUT IS
THAT IF THE MOTHER BOARD DONT HAVE THE SAME CHIPSET THE
HD HAS TO BE REFORMATTED I ACCOMPLISHED THIS BY USING A
WIN 98 BOOT DISK USING CD SUPPORT AT THE COMMAND PROMPT
AND THEN INCERTED MY XP DISK, HOPE THIS IS OF SOME HELP.

I've no idea - but here's one for you - quit yelling. Posting all in caps is
considered extremely rude, and makes your posts very hard to read.
