Boot up Problem

I recently stated my computer and during bootup it
brought up the desktop but no icons. It obviously didn't
bootup fully. This happened to me on two different
computer that I own and that are networked. I used
system restore to bring back the desk top and to fully
boot into windows. Why did this happen? The only way I
got out of the screen was to reset and use system restore.
Any Ideas?
