Boot-up problem

I normally started my computer by closing the switch on the surge
suppressor, then pressing the power button on the front of the tower.
The little green 'power on' LED would come on, those for the HD, the
floppy and the CD drive would flash, and it would boot up.
Now when I try to start up, as soon as I close the surge unit
switch, the 'power on' LED on the front of the tower comes on. The
floppy and CD LED's flash for a moment, then it just sits there. No
boot up. The power-on LED remains lit and the fan is running. The
power switch on the tower front is inactive and I have to switch off
at the surge suppressor to stop it. The same happens if I leave the
suppressor out. The problem was intermittent for a period, sometimes
it would start, sometimes not. I am now in a long or permanent 'not'
period.
I was told it was either a mother board or power unit
problem. I saw an identical power unit on sale on E Bay, used, but
tested and working. I purchased the item and fitted it. Exactly the
same behaviour.
I have an old Packard Bell in the attic, in working order,
which is available for diagnosing the problem.
 
Your little cmos battery on your motherboard requires power to keep it
charged. It will discharge completely over time and your BIOS settings will
be lost at boot-up. A lot of problems can be eliminated if the surge bar is
left ON. Try leaving the surge bar on for a time period (8 hours) then boot
up your computer. Your BIOS may (it may not) come up asking for settings.
