If you're talking about a password that is required when the computer first
starts - but well before Windows starts - you want to set that in your
computer's BIOS if it allows it. Start your computer and watch the screen
carefully. It will have a line (the exact wording will vary) that instructs
you to press a key or key combination to run Startup (usually something like
F2 or F10). Press it, and you will be taken to the pages that permit you to
modify your BIOS. What you'll find depends on the specific BIOS you have,
but look for something labeled Security or Password.
Note that if you set this password and forget it, it is very difficult to
remove it - it usually involves re-jumpering a part of your motherboard.
