Certainly. Besides my favorite free Live CD Linux distro, Knoppix Live CD
(<http://www.knopper.net/knoppix/index-en.html>) there's this:

which works from a floppy disk.

Bootdisk.com among other places.

There are sites which will let you use your I386 directory to burn a
CD which boots Windows. (Thus enabling you to manipulate files on your
hard disk since they ain't in use, not load virii/trojans on your hard
disk, assuming that the stuff used to make the disk are clean, et
alia)

Also, any Windows installation CD has a repair console mode which can
do a limited ammount of work on the hard disk.
