Boot problems with Windows 2000 Server when the network cable is unplugged

I'm encountering problems when our Windows 2000 Server is booted with
the network cable unplugged or the switch that the server is connected
to is down.

The server is installed in a 24/7, lights out installation (does not
have active personnel to run/monitor the server) and needs to recover
from a power failure with intervention.

I need to delay the boot and/or reboot the server after the swtich has
becomes active.

Is this a common problem for unattended servers? Any solutions?

No. The Switch should easily be back up and running before the Server can
reboot. The switch should be ready in about 5 to 10 seconds, the server
would take much longer to come up.

The solution is a UPS so that it dosen't go down with a power failure in the
first place. Our UPS can run the whole building for over a half and hour and
there is a diesel generator that kicks in long before the battery dies. I'm
not saying I expect you to have all that but you should have at least a UPS
that lasts for around 15 minutes for "key" equipment that would cover any
brief "power bumps" that only last a couple minutes. It would also allow you
time to shutdown "gracefully" in the event of a longer outage.
