Boot.ini and Various Other Problems

I have a PC that's getting the "Windows could not start because the following file is missing or corrupted: <Windows root>\system32\hal.dll. Please re-install a copy of the above file."

So, I loaded the OS CD and ran the repair console, BUT, the /rebuild option didn't work; it said that I needed to run chkdsk first, so I did. However, the completion of the chkdsk didn't allow me to repair the boot.ini file. And, I get an "access denied" message on the system32 folder when I try to copy anything to it.

During the loading of the repair console, I was NEVER prompted for an administrator password.

Has anyone seen this mess and can you help at all if you have? Any enlightenment would be greatly appreciated, because I don't want to have to blow this thing away and start over if I don't have to.

I'm having the exact same problem after a crash last night. I had just
installed a WinXP update too and boom! I too don't get prompted for an
admin password, chkdsk reported nothing wrong. I get access denied
when I try to /rebuild.
I think my boot.ini file may be corrupted, it shows two partitions,
and I'm pretty sure it only has the one that it came installed with. I
haven't been able to figure out how to edit it from the command prompt
yet.

I tried to expand the hal.dll file from the WinXP cd, again I get an
access denied. I don't even show a windows directory under c:
anymore... should I be looking for winnt ?

If I figure out what we need to do, I'll report back here.
