how can i get the usb rom drive to boot the reset disk?

The ability to boot from a particular device, and the order to try devices,
are controlled by the computer's BIOS settings. You need to consult the
motherboard manual or detailed PC manual to know whether booting from an
external USB drive is possible and what settings to use. However, unless
this is a very new PC, the odds of it being able to boot from an external
drive are very small. Of course, if it is relatively new, it should still
be under warrantee.

If booting from an external is entirely controlled via the computer BIOS, I
would guess that Phoenix and other companies will eventually field an
upgraded BIOS. If, to do it, new chips/motherboard/other hardware changes
are involved a new computer purchase is indicated. I HOPE just a new BIOS.

There are motherboards that will boot from external devices. Whether a
particular one will ever have that function is the decision of the mobo/bios
company. In some cases, they may never choose to do so.
