bookmarks not working..............HELP

I'm creating and HTML e-mail with frontpage. I create
Bookmarks from the tabel of contents for the 3 different
categories within the email. I save it. the bookmarks
work in preview mode and they work when I open the HTML
file in internet explorer. but if I send the email to
myself then every time i click on the bookmark it opens
up a local directory on my computer and If I send the
email to someone else they don't work and the user gets
and error message. PS. regular hyperlinks work fine.
