Booking Resources in Outlook

When people book a resource in the "Required" section instead of the
"Resource" section why do they receive an automated confirmation E-mail even
in the resource has been booked by someone else?
 
I would be sure to supply all your clients with a small
"How to Make A Meeting" instructional.
