boardroom, meeting room, equipment bookings

How do you create a bookings in the calendar for boardrooms, meeting room,
equip etc.

Everyone needs access to this resource. E.g I want to create a Calendar for
a boardroom, I then want staff to be able to access this calendar and
schedule meeting times and availability.
