how and where do i set my system to save and receive
images as gifs and not bmps

Is this at all possible ?
An image will be saved in the format that it was created, as by changing
format, a loss of detail will occur.
If you are having to change a lot of images, a conversion tool may be in
order ?

You need to delete your temporary internet files to enable you to save
picture files in their native format.
