Blurred or blocky Pictures

Since a week all my pictures and graphics appears blurred or fuzzy in the
internet explorer. I googled a lot to solve this behaviour but nothing of
all this tipps really worked.

I'm using a Dell Latitude Notebook with 1680x1050 Resolution.

Do you have any ideas?
 
I posted the same problem last night and, until now, do not have any full
answer.

However, if you have any internet accelerator (e.g. onSpeed) operating, you
may be able to adjust the settings to provide less acceleration and hence
better quality images.

I have just uninstalled my accelerator and it seems to have helped - but not
cured the problem entirely.

If you get any posts that provide an answer, please let me know. I will do
the same.

Check the DPI setting for your monitor (Control Panel -> Display ->
Settings -> Advanced -> General tab).

Uninstall any "accelerator" program provided by your ISP. It is bogus
software. All it does is download *some* of the graphic image files (I
believe you have to hit Refresh to get it all). So their "acceleration"
is by not downloading everything in a web page. Instead of actually
getting a REAL speed increase, you have the same speed as everyone else
but you pay them to only partially present the content of web pages.
Save the money. If you don't want to see the graphics, then turn them
off and the page will load even more faster!

Adding to Vanguard's post...
Copy and paste the text between the dashes into a notepad file. Name it
UseHR.reg Save. Right-click> Merge, to merge it into the registry. Then
try different DPI settings.

Does your solution change the resolution of my monitor, or fix explorer?
