What is needed to work the bluetooth? I have a Cell phone that has bluetooth
and would like to connect the two. What do i have to do? It isnt in control
panel? why not?

You likely have no Bluetooth hardware on the PC (I'm assuming) your using,
you need to buy it.

None of the desktops have bluetooth, very few of the laptops have
bluetooth. So you need a USB Dongle to get it. The dongle comes with
software. Install it and you have bluetooth. Mine is a Kensington
dongle. Works great.

Now, your other problem is called a "cellphone". It supports Bluetooth.
Well, that's not quite the truth. It supports a LITTLE Bluetooth. In
truth, it probably only supports a Bluetooth headset. That's why Verizon
Wireless got their butts sued by the customers' lawyers. Cellphone
companies think your phone is THEIR phone, because, after all, they paid
for it when you signed up as an indentured servant for 2 years to get the
phone for less-than-wholesale. So, it's IS their phone until the
contract is up. No matter, they think it's THEIR phone, forever, and
THEY have decided to turn off all the neat stuff Bluetooth was designed
for that THEY can resell you, like internet service to transfer your
pictures through THEIR cellular system, instead of letting you hook your
BT phone up to your BT-enabled desktop and sending the pictures direct,
without THEM and THEIR charges. Get the picture, yet?

Even after you get the dongle up and running, don't expect your cellphone
to download ringtones THEY sell or transfer any kind of files THEY sell
transfers of to your desktop. It isn't going to happen. If you hack
their firmware, it stops working as a cellphone.
