My Plantronics 590 works fine in my Vista. But when I turn off it, sound
device of it (e.g. Bluetooth Hands-free Audio, Bluetooth Audio Renderer)
apears still working. That means that I have to change primary sound device
in Sound control panel, whenever I turn off it. I uses Dell 350 Wireless and
Microsoft Bluetooth Enumerator.

I've got the same problem. I have to enter the Device Manager and disable the driver to get any sound from any other output device such as headphones or external speakers.
(Here's how: Open explorer, right-click "My Computer" and select "Manage from the menu", select "Device Manager" from the tree, expand "Sound, video and game controllers" and double-click "[computername] (Stereo Audio), select the "Driver" tab and press "Disable". You can now re-enable it and still have sound coming out the other output channels.
You may have to repeat this process every time you encounter the problem.
