Blue screen

I have a problem where windows 2000 boots to a blue
screen, not the blue screen of death, but diplays no
icons or login prompt it just appears to boot normally
presents a blue graphical style screen but nothing else
and is stuck there you have no mouse or icons. If you try
to boot in safe mode or command prompt you end up in the
same place. you can break out to the recovery console and
list services I diaabled the pcanywhere service which is
what was being remotly used when it died but no
difference, If you boot from the cd and reinstall it
finds the present installation and attempts to repair it
but boots back to the same screen. I thought a video
probelm but a change of card made no difference and the
card works in another PC. I'm at a loss on how to precede?
 
Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
