Blue Screen of Death (Stop/Error Message)

I've been having a problem with my computer (O.S. XP Home) with trying to
start in "Safe Mode". Whenever I try to get into safe mode the computer just
scrolls through a list of items/components and then I get the "Bluescreen
Error page". And so I cannot run my computer in safe mode.
A couple of things that come up in the message are "IRQL_NOT_LESS_OR_EQUAL"
Also the "Tech Info" ***STOP 0X0000000A (0XF8D94354, 0X000000FF, 0X00000001,
0X804E2E41).
Also my computer seems to have slowed down noticeably lately. Can anyone
help me with these problems? If so I would be most grateful.
On the bluescreen it says that I should "Disable BIOS memory options such as
Caching or shadowing". I don't know how this is done so if you could instruct
me, or point me to something that explains these things that would be great.
I tried to adjust the BIOS settings on my “GIGABYTE†motherboard and
completely stuffed it up and burned out something. Rather than re-flash the
BIOS the guys at CPL, where I bought this computer from, decided that it
would be simpler and cheaper to install a new motherboard and so I’m now
running with an ASUS P4S800-MX SE but even after having a new motherboard
installed the problem is still there! I don’t know what to do!?!?!?
One possibility that I've thought may be causing problems is the fact that I
just installed six months worth of NORTON Internet security which came with
the ASUS I decided to go with and before I did this I had to uninstall my
regular VET AV program but some of the components could not be removed. The
uninstallation process was not entirely successful. And when I have tried to
remove some things manually it says that some things cannot be removed even
though I am computer administrator. Now I can't even find many of the
components. Should I just re-install VET and then try uninstalling it again.
Can you suggest anything? It worries me that I can't even get into Safe Mode
if anything serious should go wrong.
Please help! Any help you can offer would be greatly appreciated.

Looks like you have tried to fix this several ways, without knowing
the real problem. And sadly, may have created more problems ? If you
have a reasonably good restore point, I'd suggest you restore to that
point.

If you don't know how to get to the BIOS setup, I would respectfully
and kindly recommend you not try and tweak those settings. With that
mild caution ... the BIOS is accessed during bootup. Usually, you
just have to select the del key and on some machines the esc key.

Your plan for re-installing the VET program makes good sense,
especially if the restore does not work. However, I doubt that your
problem is a software problem or a BIOS issue, unless you have an
older machine with the original BIOS.

I would suggest that you take a look at the RAM in this computer and
see if it is mis-matched RAM. If there are more than one (1) stick of
RAM, then I'd remove all but one of them and run your tests. If you
get the same results, replace the RAM in the computer with one of
those you removed and so forth.

If that fails to fix the issue, then I would recommend you check for
updated drivers for all the hardware to include the video card and
sound card.

Btw, a google search results in a list of problems similar to the one
your reported. I thought this one was particularly helpful.

Norton products are well known for having the "who dropped the
anchor?" effect on any computer that they are installed on. Go back
to your regular VET AV and you will have protection that is just as
good, a better programmed product (Norton and "shoddy programmin" are
synonnyms), and improved performance.
