Everytime I turn on my Dell Inspiron 6400 and select whether to load
Windows normally, in Safe Mode, or last known good configuration, I get
this blue error message:

I suppose my best option is to phone Dell but does anyone have another
possible solution?
I can give you some additional information.
The error you have is a STOP 0x000000CA: PNP_DETECTED_FATAL_ERROR
"This indicates that the Plug and Play Manager encountered a severe
error, probably as a result of a problematic Plug and Play driver."
Parameter1 is 0x00000001 which indicates that the specific error is:
"Duplicate PDO: A specific instance of a driver has enumerated
multiple PDOs with identical device ID and unique IDs."
The new PDO is at address (parameter2) and the older PDO which has
been duplicated is at address (parameter3). Sorry, the image you
posted is not clear enough for me to reliably read these addresses.
Because your computer cannot be booted it is not possible to identify
exactly what these drivers are.
Dell's tech support will probably try to foist you off by telling you
to use your System Recovery disk to install a fresh new copy of
Windows. This may resolve the problem but it will also probably wipe
out all of your user data files, emails, etc. in the process.
Did you add any new hardware to the machine recently, such new PC Card
or USB devices that connect to it? If so then try the computer with
all of the external devices disconnected and all PC Cards removed and
see what happens.
