Why the unintentional blue entries, seemingly at random, in my "My Pictures"
and "Shared Pictures" listings? The blue signifies what?

Probably that the file is encrypted or compressed.
Such files are,by default, listed in a different color font.
You can change this if you want when you open the folder. Click on Tools and
then Folder options. Click on the View tab and remove the check in the box
"Show encrypted or compressed NTFS files in color"

Assuming you mean blue folder or file names.........

This means they are compressed.

You or someone else has used Windows Compression Tool.

Right-click on the blue name and Properties>General>Advanced.

You can uncompress here if Windows Compression Tool was used.

If you have permissions, of course.
