Can anyone recommend a simple to install and configure/manage blog, or
forum, that could be installed on several pages of a community type site?
Allowing visitors to participate in newsgroup like discussions.

Blogger is pretty straightforward, but for a simple forum which doesnt
need a databse, but needs PHP on the server, this is good:

Easy Forum
http://hot-things.net/htedbs.php

for a blog/cms system that doesnt require a database:
CMSimple (also needs PHP)
http://www.cmsimple.dk/

without a serve which has PHP (or Perl or whatever else) you have to
use a hosted service like Blogger. But to have a blog/forum or CMS you
dont necessarily need a database like MySQL.
