blocking startup programs not working

I have MSAS set to NOT allow Quicktime to be a start up
program. But everytime I choose to run Quicktime it places
itself into msconfig as a start-up program and MSAS
doesn't dom anything but tell me that it occurred. How do
I really block a program from inserting itself as a start-
up program?

Open Control Panel > Quicktime > under Browser Plug-in uncheck "QuickTime
system tray icon"
