Blocking spam by IP Address -- Need Help

I would like to block spam by IP address instead of domain name. Can this be accomplished with a rule? My spammer friend is using various hosts where Level 3 Communications is the backbone. I want to be able to block anything coming from a host where Level 3 is the backbone. What portion of the IP would this be applicable to?

Outlook provides no direct support for this. IP blocking is generally done
at the server level, where you can control what IPs you'll accept SMTP port
connections from.
