Blocking Senders

I have setup some rules that apply to newsgroups. As far as I can tell in
order for them to apply it is necessary to do the Tools|MessageRules|News,
highlight the rule than click on apply.

Is there some means for the rules to be applied automatically whenever I
startup Windows Mail?

Specifically, I am trying to block certain senders in various mail groups,
but they are still coming through.

Each rule should also have the action "Stop processing more rules" and
should be the first rules on the list.
