Is it possible to block MouseUp?

I WOULD LIKE TO:
Block mouseDown - NO.
Block mouseUp - YES.
Both in terms of contextMenuStrip displaying.
Why?
1. Because I CAN display the mouseDown menu at certain x, y.
2. Because I CAN'T display the mouseUp menu at certain x, y .
Why #1?
Because I wrote code that can do that.
Why not #2?
Because I searched all over the place, finding discussions
and quasi solutions - both to no avail .

I am NOT asking how to stop a conectMenuStrip from appearing
I am asking how to stop mouse Up from executing.
Please don't divert this thread to another issue.
