I know there is a way to block internet access. I do not want to use a proxy
or firewall. What I am wanting to do is to use just the workstation to block
a particular user from having access to the internet. I know that I can
setup a bogus proxy address inside IE but that can be defeated fairly easy
if the user has any brains. Can I use the local workstation groups to do
this? Thanks

Your average office worker bee isn't terribly intelligent when it comes to
computers. (I said average...you're all above average! ;) ) What you could
do is delete all shortcuts to Internet Explorer. That way, they have to know
that Internet Explorer's executable is "iexplore.exe", and type that in a
run box. Just a thought.

Add a bogus proxy address, then set a local security policy that blocks
access to IE properties. Then they can't go in and change it.

Add security settings to the IE executable.
