Anyone know of a way to block end users from creating distribution groups in
Outlook 2003? Don't ask...

You posted in an end user group. Might this be an Exchange question?

It might be possible by using Group Policy Objects to block the New |
Distribution List command (IDs: 5434, 5435, 5436) and the Ctrl+Shift+L key
combination (76, 12). You can disable any menu or toolbar command by using a
Group Policy Object. The article at
http://office.microsoft.com/en-us/assistance/HA011402401033.aspx explains
how; look at the section on "Disabling menu items and command bar buttons."

Russ,

Thanks for the reply, but we want to force users to not be able to create
'personal' distribution lists in their OAB in Outlook 2003.

Sorry for the Confusion

Is there not a group policy that excludes the creation of pst files full
stop? If you are on exchange Server that would solve the problem...

No, blocking .pst file use would have no bearing on this issue at all.
Personal distribution lists can be created in any contacts folder, including
those in Exchange mailboxes.
