blocking certain IP's

Is it possible to block an IP address through DNS or redirect it to another
site for example? if so how.

the ip address in question is known on the internet but has no FQDN.

Not with DNS. Use a firewall or NAT that has packet filtering enabled.
 
This isn't possible with DNS. You will need some sort of firewall to accomplish this.
