Blocking a range of ip address

I need to set up a group policy that will block all Off-Campus IP addresses.
I need a step by step instructions. Does anybody know where I can find one.

I need to restrict certain computers from having internet access. There are
a few on-campus servers, port 80, they do need to have access to.
 
You definitely wouldn't use group policy for this. Use your perimeter router
or firewall to filter out ports 80 and 443 instead. This will block Internet
access but allow internal websites to be reached.
