Blocked Startup Programs

Windows reports at each bootup that it has blocked some programs
that are not permitted. From the list given via a right-click on
the icon, it appears none are actually blocked, but several are
listed as unknowns, essentially. (Currently, the service fails to
initialize, so I can't quote the exact phrase.)

Is there any way to prevent this message or to authorize the
questioned programs?

Tell Windows Defender about them, and the message will go away.

Thanks. I would if I knew how. I can't access the link you gave; it reports an HTTP 501 error.

No, you configure WD to know who are the Start-up programs so WD won't block
them at system start-up and login. If one doesn't tell WD who they are at
start-up, then WD is going to block them and you must reply to the message,
otherwise, WD will let them start with no message to the user.
 
I have no problems in accessing the site with IE7 on Vista. If you continue to have problems, then you can use another browser like FireFox (free) or another computer.

You should look up what the Error code 501 means, use Google.

I did what the link suggests, which was to check the box, "Don’t
show this message or start System Configuration when Windows
starts," with the result that the message and icon still appear,
but the System Configuration option is now gone.

Could you please tell me how to restore it?

Incidentally, the blocked program is PC Magazine's Startup Cop 3
utility. When I click "Show or remove blocked startup programs,"
it does so, but highlighting Startup Cop provides only Remove and
Disable options, not Enable. Is there some other way to enable
the program?

I was able to access it today, and discovered that my browser size had obscured the bottom of the options page. I reset all the options to real time (it was off). However, It has not made any difference in the operation either of Windows Defender or any of the other services malfunctioning on my computer presently. The program (Startup Cop 3, by PCMag) is still blocked, the icon showing it has blocked the program still appears, and there still is no way to prevent this apparent to me short of disabling or removing the program entirely, which I suppose I will do if there is no way to authorize it.

I remain unable to use Windows Search, Indexing, or to access Windows Features on the Programs page, or, as of this morning, to get the network server to start ("connection status unknown; server execution failed"), as I have been discussing in other messages on the general and performance forums. My internet connection is still working, however.

Is there any way to reinstall Windows Defender? When I try, it reports that WD is already part of Vista, and stops.

How do I configure WD to do this?? None of the options available
via Control Panel/Windows Defender enable me to do this, so far as
I can find. Software Explorer provides only Remove and Disable
options; Quarantine is empty, notwithstanding the try icon's
report that WD has blocked the program (Startup Cop 3, by PC Mag.)
Nor have I yet found a way to completely eliminate WD from
running; I probably don't need it since I also run Norton 360 and
Spy Sweeper.

Please let me know how this is done. It may well be that WD is
malfunctioning, along with Windows Search, Windows Features,
Indexing, and the "server" that is part of the internet/networking
subsystem.

The bottom line is you need to read that link I provided. It will show you
how to configure WD for startup programs, which will be off of WD Program
Explorer *Show all users* Category *Start up Programs*

If you want to know how to shutdown WD, then use Google. However, I wouldn't
advise it, as malware can circumvent 360, WD and anything else, let them
both do their jobs.

You should look for yourself from time to time and see what is happening,
instead of depending upon detection software that can be circumvented and
defeated.

I did read the link, and played the video. When I open
WD\Tools\Options and scroll to the bottom, the option to use or
not use WD is greyed out, although I am logged on as
administrator.

Likewise, when I open WD\Tools\Software Explorer, set it for All
Users and Startup Programs, then scroll to the program that was
blocked and highlight it, the Enable button is greyed out. The
program itself is classified as "Not Yet Classified." When I go
to WD\Tools\Options and scroll down to Choose whether WD should
notify me about software that has not yet been classified, the box
is greyed out.

I would like to continue running WD, but not if it is going to
pester me with notices that I can neither turn off nor fix.

I am not being obdurate nor failing to read the links you have
kindly provided. The problem is that the options to which you and
the links point aren't available to me.

WINDOWS DEFENDER IS NOT THE ISSUE. EVEN AFTER DISABLEING IT THE SAME PROGRAMS ARE BLOCKED AND EVEN AFTER VIEWING BLOCKED PROGRAMS THERE IS NO WAY TO ENABLE THEM TO RUN.

COULD IT BE THAT MICROSOFT DID THIS ON PURPOSE AND SIMPLY DOES NOT CARE?
THAT IS THE ONLY EXPLINATION THAT MAKES SENSE.
