Blocked Start Up Programmes

Each time I boot up Laptop, in system tray an Icon appears 'Blocked Start Up
Programmes'> on clicking it another box opens showing 'run blocked
programme' > registry Editor, on clicking this, the icon disappears. Is
there a way to do this permanently?. The Laptop is Acer7004 running Vista
Home.

doesn't seem to make
much sense to install
a program to block
programs, when unwanted
programs should simply
be uninstalled.

Unless the Programs are only blocked from running in "startup and stay in residence"
Some 3rd party equivalent of msconfig?
