If I block a script that I really didn't mean to, it stays blocked.
However, I see now that if you try to run it again, and orange colored
popup comes up telling you that you've blocked the script. And if you look
closely enough on that popup, there's a place to "View blocked scripts" (or
something like that), and from there you can check and delete the block.
Before I realized that, I went searching high and low under Tools looking
for a list of the blocked scripts. All my blocked events selections show
nothing at all. So "events" is referring to a general category and not to
any specific blocked event. I think there should be a place where you can
go in and undo something like that.
