blocked access to flash

i tried to install a free trial of flashplayer onto my computer. whenever i
try to do this all it says is "the administrator ahs blocked this function"
or something. The only probelem is that i'm the administrator. i don't know
how i can unblock this becasue i have never blocked anything.
 
I'm the administrator for my computer; and I was wondering what steps that I
needed to take to keep any guests (anyone) off my computer while I'm away.
There are certain people that I don't want on my computer. I appreciate
anyone's advice. Thanks.
