Block the ability to forward Calendar appointments

This is killing me to ask but management is dictating this question. Is
there a way to prevent the ability to block a Calendar item from being
forwarded? In particular, to block a calendar item sent from an outside
source from being forwarded to another user?

Without knowing anything of your environment (which you failed to post) it is a question that cannot be answered.

Exchange version? Outlook version? Information Rights Management in place?

Milly, I run a single A/P cluster E2.3 SP2 environment and the clients are
running Outlook 2003 SP2. There is no Information Rights Management in
place. So, the question would be - is there a way to block an external
Calendar request from being forwarded to an internal user? The original
Calendar appiontment must still be able to enter the company but it cannot be
forwared to another user within the company. As we know, if the original
Calendar item is forwarded it is done so with "Username sent of behalf of
external user name". All responses to the forwarded request go back to the
original sender not the user who forwarded it.
