block senders

since I loaded my new Microsoft Office 7 a few weeks ago when I "block" a
sender they continue to show up in my email? When checking the "blocked
senders list" they are there but still get through?
 
Is your address on the safe senders list? Or in contacts and you are
trusting all contacts?
look in tools, options, junk email options.
