block internet access for one user on XP

I'm looking for software that will block access to the Internet
TOTALLY (not just browsers or a few protocols) for a one user on a
Windows XP system. Other users should be able to have normal access.

Posters who reply to a simple question with belligerence and hostility
are reason why moderated forums are becoming the place of choice for
newbies, rather than Usenet.

That's alright, as I'm not a newbie. Instead, I'll just reiterate the
question in case there are any more wide open spaces surrounded by
teeth out there ready to launch their testosterone-enhanced
jabberings:

I am running Windows XP.
I am looking for freeware (a separate piece of software that loads
when the specific user logs on) which will block access to the
Internet. An example of something in the shareware realm I'd find
useful would be Application Blocker:

You could use the IPCONFIG command to "release" the PC's IP address when
that user logs on and use the IPCONFIG command to "renew" the IP address
when anyone else logs on.

Create a shortcut in each users Startup folder with the appropriate IPCONFIG
command.

If all else fails, you can control what they do through WXP's security
permissions. You will have to find the application and go to it's
Security page under Properties, add the particular user, and Deny
permissions to them.
 
You could try Freeproxy
(http://www.handcraftedsoftware.org/index.php?page=5).

You can password protect the configuration and set authentication for
users.

I have tried it and it works well, but it might take a little work to
setup

Thanks to all who have offered constructive suggestions so far.
As it stands presently, FreeProxy looks like the best bet. The IP
config method messes with my router, which seems to take ages to renew
the IP once released.

Denying access to the various progs which connect to the 'Net through
security permissions is something I already considered, but I wanted
to LOCK DOWN this user's profile to block *all* access, so that not
even <ping> can get out, for example.
