any harlful files in the internet?

Downloading - no! That would be more of a Firewall / ISA
type situation. Installing what was downloaded - yes.

What is it that you are trying to prevent exactly? Take a
look at making users a member of the local
computers "Power Users" or simply "Users" group. You
could use Restricted Users GPO for this...

Furthermore, take a look at "allowed files" - er, do not
remember what the exact name is...

In a Group Policy you can somewhat do this. You can disable the save to disk
and a few other settings under the IS settings under the user portion.
