Block file deletion

I know the answer is no, but I'll ask anyway. Is there a way to restrict
students from deleting files that do not belong to them? I was hoping to
block the recycle bin or remove the ability to Empty the bin. Anyone ever do
this?

A Limited User can delete only their own files and no one else's files.
