block clients from getting IP from DHCP

Is there a way, on a Win2K domain, to block clients from
acquiring an IP from my DHCP server if all I have is the
Host Name and MAC of the clients?
 
Not a simple way. DHCP has no built in security. You can create DHCP
reservation for all "authorized" clients and then exclude any unused address
from your scope. This way if a client doesn't have a reservation DHCP won't
have an address to assign to it.
