Block all but one site in IE

Is there a simple way to block access to all but one site
in IE? Would like to prevent all surfing on a public
access computer, but want it to go to a specific site each
time it is opened by putting that site in as the home page
and blocking all other surfing.

Thanks, does this also apply under XP? I assume it does,
but the article does not list XP. Also, is there a way to
allow it to go to any other pages on the permitted site as
long as they are within the same domain? We want to let
them navigate the site, just no where outside of the
site.

Since this looks like it will work, now all I have to do
is figure out how to set the machine to start up in a non-
adminstrator account without requiring a password, start
IE in full screen, and prevent the "public" from doing
anything else on the machine.
