Block access to stationary and signatures

Hello:

We are installing in a company Outlook 2003 over Exchange 2003 for 5000
people.

We want to avoid users using stationaries and inserting customized
signatures (through tools - options - mail format). I haven't found a policy
or an option of the custom installation wizard that allows us to block this.

Can anyone help?

For signatures, the best solution I've found is to use a script to set the signature for each account. See http://www.outlookcode.com/codedetail.aspx?id=821
