Block Access to Internet...

At work, I would like to block access to the Web to stop all surfing. System
is Windows XP-Home SP2. Can it be done and if so, how?

That's a tricky one as you will need to access the Internet to get Windows
Updates......

Without a proxy server (ISA, etc) this is difficult and clumsy. Can you
provide a lot more detail about your setup and your goals?
