Blaster patch KB823980 not installing on Win 2000 server or Pro

Hello,
I have not been able to patch several Win 2000 server, adv
server, and Pro machines. Visually the patch wizard seems
to function correctly. But after numerous installs the
patch is not present in add/remove programs as a hot fix.
I have found a few references to this behavior regarding
Win XP, but not Win 200o. Any help would be appreciated.

Does the Q823980 directory show up in the Windows directory? It would be
called $NtUninstallKB823980$. I don't think this patch can be removed, which
would be why it doesn't show up in ARP.

You checked the relationship Hotfix / Servicepack?
At least SP2 should have been applied on W2K ( untested)
and if success, it shows up in Software / qfecheck, hfnetcheck.
No entries in eventlog after your attempts?

Michael,
All the Win 2000 machines that are in question are running
SP4 at this point.
