Blank window when opening web page in new window

Whenever I click on a link that opens in a new window, all I get is a blank
window. Also when clicking on a link from email, etc. This happened before
and I totally wiped out and reinstalled XP. It worked for awhile, but now
its doing it again. Any Ideas?
