Blank Users for Folder Properties

I am re-setting folder permissions for network folders.
There are several folders without any users listed. How
could I add users to these folders, so I can grant proper
permission settings? The Add and Remove buttons are
grayed out, and I can not add any users. I have tried to
take ownership of this folder, since it was set
for 'Unable to display current owner'. I have highlighted
Administrator and checked the 'Replace owner on
subdirectories and objects'. The ownership is set for
Administrator, but I still can not add users since the add
button is still grayed out... Please assist. Thank you.

Are there any specific restrictions to the user account in the Permissions
Entries? Does the Admin account have full control?
