blank screen

I'm working on a friend computer. He told me that his screen would not
turn on. So i told him that i would take a look at it and had him go and
buy a new video card. Take it home and put the new card in. It still not
turning on. Any other thing i can check or do? can any one help?
 
Just to clarify: He sees nothing, correct? no "starting windows"? No
memory count? Do you hear it "power on" (fan start running) or is it
completely dead? Do you hear any beeps? Can you hear the hard drive
chattering or at the very least see its lights blinking?

Do you know that the screen works? Both CRT and LCD monitors commonly
fail by displaying nothing.

I unplug the ram, hard drive, DVD rom and i can't hear any beep code.
