Blank screen-pre boot diagnostic card

Hi there

I am looking for the most advanced "diagnostic card" in
the market ,preferably in Canada, to troubleshoot my
computers. I would appreciate any suggestion.if you are
intersted in my story! then have a look at the rest of my
message.

I have two comps at home both are dead!
first comp.: CPU Intel celeron 366 mhz, windows 98se,
American megatrend Bios and I can't find the mother board
manufacturer sorry.

Second one: CPU P2 233 mhz, Windows 98se, TX97 award bios
and ASUS motherboard

I am using my third computer now. Actually first one was
o.k then i tried to fix the other one (blank screen and
hard drive problem)and I did. there was nothing wrong in
the device manager. the only problem was the A drive. when
I was trying to troubleshoot using A drive that I borrowed
from the first comp, I heard an static discharge and then
again blank screen and this time no beep at start up. I
have tried everything including removing unnecessary cards
and memory and attaching one by one and reseating the CPU
but no luck. CPU fan and Power supply fan are O.K and hard
drive spining..keyborad lights come on and goes off at
start up.

I tried to borrow the cpu from my first comp to
troubleshoot the other one and i could not because they
are different,then i reseated it but i forgot to pull down
the lever and attached the fan and i guess i have damaged
the cpu, but nothing wrong when you do visual inspection.
for the first computer Power supply Fan dose not work.

So please help I have worked on them for four days and i
was getting there but all of a sudden that static
discharge freaked out everything.

area. The card I sell comes with a Canadian warranty. Either
